This may sometimes be true if you are on a deadline, but this should never be a personal standard of movement. Let me explain, if you are stuck, then the best thing to do is to keep moving forward. Your characters live within you, after all. It is not like they will run away forever never to return again. Even if you have to start another book, give your characters time to develop. You may feel this road block because they are not developed enough or ready to stand on their own... yet.
In the mean time, blog, build your website, envision your cover, make your blurbs for front and back cover, get involved in groups, critique other peoples work, read and review works in your genre, keep your movements ever going forward. Pacing the floor will do nothing but wear out your carpet.
